Purpose, from the sponsor's memo

Section 1 adds section 901-a to the real property tax law, authorizing the City of Albany to collect unpaid housing, building and fire code penalties by placing them on the City's annual tax levy. Penalties may be added to the levy only if the requirements of section 901a are satis- fied, including adjudication by a court of competent jurisdiction, an outstanding amount equal to at least five percent of the property's assessed tax value, and proper notice by the City, among other require- ments set forth in the section. The sponsor's argument

Why Patricia Fahy says this is needed

Under the Albany Renter's bill of rights, tenants have the right to live in housing that is free from code violations and that meets basic stand- ards of living. Housing stock that is not kept up to code creates neigh- borhood blight, which research has shown contributes to health issues and public safety risks. Currently, the code enforcement process dictates that the City take legal action against landlords who fail to fix code violations within 35 days of a complaint. By authorizing the City to include unpaid code violations in the annual tax levy on the property, this legislation would increase the enforcement capability of the City and would ease the burden on housing courts.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
