The sponsor's argument

Why James Skoufis says this is needed

This bill will ensure that the nation's newest service branch members are included in the definition of veterans and uniformed services under New York State law. This measure also provides further clarification of a definition of "veteran" in Article 17 of the Executive Law in which the New York State Division of Veterans' Services mission and duties are lined out.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
