The sponsor's argument

Why Michael Gianaris says this is needed

Recent test results in New York City's public parks have yielded alarm- ing lead water testing rates. This demonstrates the need for more strin- gent testing. This bill would, thus, ensure the proper continual moni- toring and remediation of drinking water quality in public parks.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
