The sponsor's argument
The legislation is designed to target larger buildings and provide an immediate approach to lower their respective carbon footprints. A lack of proper mechanical insulation, or properly installed mechanical insu- lation, will many times lead to a large waste of energy-use. This incen- tive program will raise awareness on the benefits of this technology and create new opportunities for businesses and workers alike in this field. By requiring all work be performed by qualified contractors that utilize an apprentice-trained workforce, the legislation seeks to secure such opportunities and ensure it is installed to the highest standards.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
