The sponsor's argument

Why Leroy Comrie says this is needed

This particular provision was laid upon the table in the waning days of the FY 2019-20 New York State Budget Process. It received no sunlight, debate or review. Since it created a disproportionate power dynamic advantaging only the Executive, repeal is not only wise but well warranted.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
