The sponsor's argument

Why Steve Rhoads says this is needed

Andrew Reilly commenced employment with the Town of Hempstead as a clerk from March 1995 to October 15, 2020. Mr. Reilly suffered a stroke on February 20, 2020 and was unable to apply for disability retirement benefits within the 30 days do you the COVID-19, novel coronavirus state of emergency. This bill, if enacted into law, would authorize the New York State and Local Employees Retirement System to accept an application for disabili- ty retirement benefits for Andrew Reilly.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
