The sponsor's argument
New York must meet the goals and mandates of the Climate Leadership and Community Protection Act in transitioning to electric vehicles. To do this, a robust charging infrastructure will be needed. One option to assist in this transition is the use of existing small hydroelectric generating facilities. These facilities can serve as stations for charg- ing electric vehicles. They also can provide charging in situations where the power grid is down, especially for emergency vehicles. This legislation would allow the Public Service Commission to explore the use of this infrastructure for electric vehicle charging. The Public Service Commission would be required to publish a report at the end of the pilot program. The State of Massachusetts is already pursuing a similar program to help its transition to electric vehicles.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
