The sponsor's argument

Why Kevin S. Parker says this is needed

This Bill will serve as a study to allow the authorities to create a comprehensive data collection system, to allow for the more efficient battery storage system to be in place. This study will serve as the starting point for inspections and energy distribution monitoring to aid in creating an efficient and profitable system helping NYS reach its climate goals and providing the most cost effective and clean energy efficient process annually. This study also creates a level of transparency for the public to see the information through the NYS website to see the data that is being collected and the safety aspects being used to maintain maximum harm prevention.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
