The sponsor's argument

Why Zellnor Myrie says this is needed

As the housing crisis continues to worsen in the city of New York, building owners and developers are using numerous tactics to harass tenants. We must support our tenants by labeling such acts as illegal conversion of dwellings as a form of harassment.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
