The sponsor's argument

Why Monica Martinez says this is needed

Housing has increasingly become a critical part of economic development efforts in communities across New York State. From the DRI to adaptive reuse projects, access to a variety of housing options is required for healthy, sustainable communities. Many IDA s are already doing housing projects as an opinion from the Office of the State Comptroller issued in 2015 gives them the authority to do. However, some are hesitant to support these projects due to the vague language in various sections of the General Municipal Law and the Public Authorities Law governing IDA's. By clarifying their authorization to develop housing, the state will allow for increased housing development as we seek to address our current housing crisis.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
