The sponsor's argument

Why John Liu says this is needed

Many acts of workplace misconduct, including sexual assault, are carried out by those in a position of power. Employees who are aware of such acts are often afraid to report such misconduct for fear that they will lose their jobs or face retaliation. This bill will ensure that employ- ees who disclose violations of law or improper conduct to a governmental body will be protected from retaliation or disciplinary action.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
