The sponsor's argument

Why Joseph P. Addabbo Jr. says this is needed

Many families enjoy playing bingo together, parents taking children, grandparents taking grandchildren, oftentimes generations have enjoyed playing these games together. Unfortunately, a change in statute made in 2017 will make criminals of these individuals who seek to enjoy this pastime with the younger generation.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
