The sponsor's argument

Why Joseph P. Addabbo Jr. says this is needed

New York State has quickly become the leading market for mobile sports, in both total handle and revenue earned for Education. Allowing season-long prop bets and future award winners such as MVP, Rookie of the Year to be considered as an authorized sports wager will expand on an already successful Mobile Sports Wagering product.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
