The sponsor's argument

Why Dan Stec says this is needed

The Town of Minerva is currently preparing a Local Waterfront Revitali- zation Program and is seeking Falls Brook, Jones Brook, Kelso Brook, Minerva Stream, and Trout Brook to be designated as "Inland Waterways."

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
