The sponsor's argument

Why Pete Harckham says this is needed

New Yorkers have some of the highest tax rates in the country and some municipalities feel that they are overburdened with un-taxable proper- ties within their jurisdiction. This legislation seeks to establish a study that would look into the real property tax saturation and poten- tial legislative solutions to any issues discovered.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
