The sponsor's argument
Why Julia Salazar says this is needed
New York State law requires that all government owned and operated buildings have at least one all gender single-occupancy bathroom. In buildings that do not have a single-occupancy bathroom, however, indi- viduals are forced to use a gendered multiple-occupancy bathroom which may not correspond with their gender identity. According to a 2022 report released by the New York State Department of Health .5% of the total state population, and 1.5% of the 18 to 24 year- old population in NYS identify as transgender or gender nonconforming. All government buildings should offer at least one all gender bathroom even if they do not have a single-occupancy bathroom. Every New Yorker should have access to a bathroom where they feel safe and comfortable. FISCAL IMPACT: None
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
