The sponsor's argument

Why the sponsor says this is needed

Pursuant to approval memo 60 of 2024, the Executive stated that the good cause standard needed appropriate defining. This legislation is a nego- tiated change to the underlying chapter that addresses those concerns.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
