The sponsor's argument

Why Rachel May says this is needed

As energy demands grow, New Yorkers are facing looming energy shortfalls and simultaneously soaring energy bills. The New York Independent System Operator (NYISO) warns that the state could face "significant reliabil- ity shortfalls" starting as early as 2026, driven by factors including transmission limitations. Building new transmission lines is a lengthy and costly process that will not address the near-term issue facing the state. Advanced trans- mission technologies (ATTs) are cost-effective technologies that provide timely solutions to maximize our transmission system, reducing the amount of transmission upgrades needed. By maximizing our current grid, we avoid costs that would otherwise be passed on to the ratepayer and still ensure reliability. For additional accountability, this bill instructs NYSERDA to evaluate the benefits of advanced transmission technologies and distribution companies are required to biannual reports on the deployment of ATTs.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
