The sponsor's argument

Why James Skoufis says this is needed

This legislation would grant the Town of Chester the authority to estab- lish Community Preservation Funds dedicated to the protection of its farmland and open spaces. The Town of Chester views this initiative as a significant milestone in its efforts to safeguard and preserve its rural character for future generations.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
