The sponsor's argument

Why Steve Rhoads says this is needed

Currently, The State of New York makes available many different distinc- tive license plates to members of various groups. As such, this legis- lation would make it possible for Eagle Scouts to display the accom- plishment of many years of dedication to complete the seven different ranks culminating with being awarded the rank of Eagle Scout.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
