The sponsor's argument

Why Steve Rhoads says this is needed

Trooper Edward J. Sweeney was killed on May 17, 1930 when his motorcycle collided with a truck on Sunrise Highway near Babylon Tpke in Nassau County. At the time of the accident, he was en-route to Freeport from the Wantagh Station for administrative duty. Trooper Sweeney was a 7-month veteran of the State Police assigned to the Jones Beach detail. He was the first member of the State Police assigned to newly estab- lished Troop "L" to die in the line of duty.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
