The sponsor's argument

Why Pamela Helming says this is needed

The state legislature recognizes the important work of independent living centers by appropriating funding for the 35 existing independent living centers. Because no center in Ontario County is designated as a service center, Ontario County did not receive state funding. In order to provide expanded services for its disabled population, Ontario County seeks state identification and support for a service center for inde- pendent living.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
