The sponsor's argument

Why Pamela Helming says this is needed

It is important for the future of volunteer fire departments across New York State to begin recruiting new members as soon as they become eligi- ble to join. This legislation is not mandatory and allows any local volunteer fire department to give presentations, distribute literature, or develop any marketing technique necessary to recruit junior members in high school. Establishing a connection with young adults early provides for the opportunity for a long and successful career as a volunteer firefighter.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
