The sponsor's argument

Why Jeremy Cooney says this is needed

Housing impacts the lives of every person. Housing instability can lead to mental health issues, public safety problems, and runs counterintui- tive to anti-poverty efforts. This issue disproportionately affects Black, Hispanic, and Asian New Yorkers the most. This bill, by creating a housing advocate pilot program for Monroe County, will help provide much needed education and resources to those in the region looking to secure housing, navigate landlord issues, and receive legal or social services assistance.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
