The sponsor's argument

Why Brian Kavanagh says this is needed

The Housing Stability and Tenant Protection Act of 2019 changed the manner in which maximum rent increases are determined for rent controlled apartments. Previously, the State Division of Housing and Community Renewal (DHCR) would calculate maximum base rent increases based on operation and maintenance expense data submitted by building owners. The HSTPA superseded this method and set increases at the aver- age of the five most recent annual rent increases for one-year renewals approved by the Rent Guidelines Board for rent stabilized apartments. This bill eliminates two provisions of the New York City Administrative Code related to the method that HSTPA superseded.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
