The sponsor's argument

Why Pete Harckham says this is needed

The first presentation of Medals of Honor occurred in 1863, and were reserved for those who distinguished themselves "conspicuously by gallantry and intrepidity." On this day, we remember and honor the cour- age and selfless sacrifice of those incredible men and women. The high- est military commendation our nation can confer is the Medal of Honor. This legislation seeks to honor those service men and women who have received this prestigious recognition by commemorating March 25th as "Medal of Honor Day" in New York State.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
