The sponsor's argument

Why Pamela Helming says this is needed

This legislation was requested by the village of Sodus Point for intro- duction in the 2023 Legislative Session. The village of Sodus Point is a bountiful tourist destination located on the shores of Lake Ontario. As a small community with an environmental- ly-conscious and pedestrian-focused footprint, there is a need for transportation beyond the scope of traditional automobiles. This legis- lation would allow the municipality to permit the use of golf carts in the village, for those wishing to travel throughout the community via more sustainable and pedestrian-safe means.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
