The sponsor's argument

Why Thomas F. O'Mara says this is needed

The Yates County Legislature has passed a resolution requesting that. thr New York State Legislature introduce and pass a bill to authorize he county to extend their existing additional 1: sales and use tax. The county has determined that continuation of the additional increase the preferred method of raising revenue to help offset the impact of the real property tax burden upon residents.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
