The sponsor's argument

Why Cordell Cleare says this is needed

New York has finally started to undo decades of damage to our rent controlled and rent regulated housing stock with the enactment of the HSTPA of 2019. However, more reforms are needed, and this makes sure that prospective renters have an honest accounting of the rent history of the apartments they are considering leasing.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
