Why Cordell Cleare says this is needed

This legislation came directly from a Report on BIPOC Farmers by the Department of Agriculture & Markets. Members of New York's historically underrepresented and underserved communities are critical to New York agriculture, working as producers, growers, business owners, and thought leaders. They face unique and distinct challenges and, as such, deserve to be the focus of expanded initiatives that can help facilitate their growth and success.
