Purpose, from the sponsor's memo

To broaden the number of opportunities brewery supply stores have to promote their businesses by authorizing the sale of craft beer for off- premises consumption, thereby aiding such businesses in promoting the sale of their brewery supply products.

The sponsor's argument

Why James Skoufis says this is needed

Presently, any brewery supply stores that wish to sell any homebrew products, such as growlers or other products in sealed containers, would have to adhere to the requirement to be either a grocery store or drug store, which would require the stocking of goods and products that do not represent the focus of such a business. This bill expands the types of the companies that qualify to be authorized to sell alcoholic bever- ages for off-premises consumption, including brewery supply stores. This bill complements the state's ongoing efforts to expand markets and economic opportunities for the growing craft beer industry.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
