The sponsor's argument

Why James Skoufis says this is needed

This bill seeks to provide a more equitable pension to airport fire- fighters and training and safety officers within the New York State Division of Military and Naval Affairs. These individuals face similar hazards and risks as municipal firefighters but are not currently enti- tled to the same pension benefits. By granting them a pension equivalent to half of their final salary after twenty-five years of service, this legislation ensures that these dedicated public servants receive the compensation and recognition they rightfully deserve for their service and commitment to public safety.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
