The sponsor's argument

Why James Skoufis says this is needed

Currently, tonic water, bitters, and maraschino cherries are primarily associated with the preparation of alcoholic beverages. However, unlike in many other states, these products cannot be legally sold in liquor stores within New York State. Allowing the sale of tonic water, bitters, and maraschino cherries in liquor stores represents a straightforward, consumer-oriented reform that is long overdue.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
