The sponsor's argument
Why James Skoufis says this is needed
Wholesaler agreements can be highly restrictive and costly for liquor stores, artificially inflating prices for consumers and sometimes preventing liquor stores from meeting consumer demand. In the interest of helping liquor stores meet the needs of their customers, enhancing purchasing power, and enabling better pricing for customers, this bill would allow these license holders to purchase from and sell to other license holders, providing flexibility and bulk discount opportunities for these businesses outside of wholesale agreements.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
