The sponsor's argument

Why Michael Gianaris says this is needed

Government entities negotiating away billions of taxpayer dollars in secret is an affront to democracy and cannot be allowed. Taxpayers deserve transparency when their state and local governments are spending money on economic development deals. This legislation prohibits secrecy around those deals, prohibiting the state, municipalities, state and local agencies, and public authorities from entering into non-disclosure agreements around competitive bids.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
