The sponsor's argument

Why Leroy Comrie says this is needed

There have been failed economic projects initiated over the past few years. Projects ran through LLCs created by the administration or Empire State Development. In light of these failed projects and the significant amount of tax dollars wasted, it has become clear there must be more transparency and more information provided to the Public Authorities Control Board prior to voting on proposed projects. This bill will ensure that the PACE members have sufficient information to make informed decisions prior to a vote approving funding.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
