The sponsor's argument

Why James Tedisco says this is needed

Currently, there are insufficient judges to handle the growing case load in Saratoga County. This bill would help alleviate the problem and thereby serve to make the Unified Court System more efficient overall.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
