The sponsor's argument

Why Michelle Hinchey says this is needed

Non-alcoholic or N/A beverages provide an alternative for people who wish to enjoy the taste of a traditionally alcoholic beverage but don't want the impairing effects that come with alcohol. Unfortunately, due to New York State's restrictive liquor laws these beverages cannot be purchased at stores that sell liquor. Allowing liquor stores to sell these increasingly popular beverages would save New Yorkers time by consolidating the number of trips they must make if they wish to purchase both N/A and alcoholic beverages. It will also diversify the types of products that liquor stores can sell, expanding their business opportunities.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
