The sponsor's argument
There is a great need for the establishment of a waiting list that would truly reflect the need for housing and related services for people in New York with mental disabilities, and match those people up with appro- priate housing in the most integrated setting. This bill would help to bring the state in line with the already-existing obligations under the federal Americans with disabilities Act, the Supreme Court's decision in Olmstead v. L.C., and New York State Executive Law sections 701-703. Several changes were made to this bill in 2008 to address past veto messages including clarifying that individuals have a documented mental illness and meet eligibility criteria for OMH funded housing before being included on a wait list. The effective date has also been changed.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
