The sponsor's argument

Why Leroy Comrie says this is needed

Fees, charged by financial institution, for periodic bank statements that are in paper format have been reported to be as high as $6 per statement for each month. Many who apply for public benefits are on fixed incomes but nevertheless must pay there onerous fees to comply with the present application rules. Presently, high fees for paper bank statements may put them in a difficult financial situation or otherwise render them unable to successfully complete the application process.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
