The sponsor's argument

Why Steve Rhoads says this is needed

The 1700's home of Thomas Powell. Powell had secured the land from Native American tribes in 1965 as part of the Bethpage Purchase. This is one of the oldest houses in Nassau County. The home has some of its earliest elements such as the original stone foundation and old timber beams that supported the original basement floor. A set of iron keys shows the treasure that Powell House is. It's historical significance and importance to the community prompted it purchase and preservation by the Incorporated Village of Farmingdale.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
