The sponsor's argument

Why Jamaal Bailey says this is needed

The Division of Human Rights has broad dismissal powers when dismissing a complaint for "administrative convenience." This bill will ensure that complainants can bring a suit within three years of such a dismissal.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
