The sponsor's argument

Why Dan Stec says this is needed

On April 12, 2023, the Clinton County Legislature passed a resolution seeking the authority to hire former members of the State Police as special patrol officers, which is right now not permitted by the Civil Service Law. The county has struggled to fill these positions and local officials believe this legislation would bolster recruitment.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
