The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

Under current law, free use of state recreational facilities is limited to campsites and only available to veterans who have received an automo- bile allowance from the federal government. This bill expands the bene- fit of free use to parks, recreational facilities and historic sites to all the state's veterans.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
