The sponsor's argument

Why the sponsor says this is needed

Tragedies involving the harassment and bullying of students are not limited to public schools, but the protections of the Dignity for All Students Act are. Sadly, students at private schools, including reli- gious schools, can and have been bullied to the point of such despair that they commit suicide. While such schools may choose to adopt poli- cies designed to prevent harassment and bullying, they are not required to do so. This bill would apply many of Dignity's protections to all students in all schools in New York, whether public or private.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
