The sponsor's argument

Why James Skoufis says this is needed

Under the current New York State statute, an acting president or acting chair of the Empire State Development Board, appointed by the governor due to a vacancy, may serve indefinitely. However, as the purpose of an acting appointment is to provide temporary leadership until a permanent successor is confirmed, the absence of a time limitation creates proce- dural concerns. This bill seeks to address these issues by establishing a six-month limit on the tenure of an acting president or acting chair. This measure will enhance accountability, ensure timely appointments, and strengthen the governance structure of the Empire State Development Board.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
