The sponsor's argument

Why James Skoufis says this is needed

Many New Yorkers rightfully collect a pension upon retiring from their careers. However, certain elected officials take advantage of a loophole allowing them to receive a pension for the office they continue to hold despite not having retired. This bill seeks to eliminate that loophole by ensuring that current and future instances of such "double-dipping" are addressed by correcting the unfair equity that exists by closing this gap in the law.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
