The sponsor's argument

Why Alexis Weik says this is needed

Many school districts are facing financial hardship, in large part, due to unfunded mandates. This legislation prohibits the imposition of regu- latory changes made by the Board of Regents or Commissioner of Education that result in an unfunded mandate without a majority vote of the legis- lature.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
