The sponsor's argument

Why Alexis Weik says this is needed

In 2023 the Senate Civil Service and pensions committee conducted public hearings to discuss retention and recruitment in the civil service. The overwhelming response of most of the witnesses who testified pointed to the creation of Tier V and Tier VI as the largest obstacle to attracting and retaining adequate numbers of high quality public sector workers. The creation of this temporary commission can lead to the development of an effective reform program that will enjoy broad-based support.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
