The sponsor's argument

Why Nathalia Fernandez says this is needed

Many laws require overdose response services at different locations, but they have different regulations and rules they must follow. This bill ensures all overdose response services are standardized, and adds addi- tional nightlife locations that must have such services. It also protects individuals under the good samaritan law to encourage them to use first aid resuscitation equipment to aid their fellow new yorkers when in need.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
